
Law of Ukraine “On the Electricity Market” (dated 13.04.2017 № 2019-VIII)
The Law defines the legal, economic, and organizational principles of the electricity market’s functioning, regulates relations related to the production, transmission, distribution, purchase and sale, and supply of electricity to ensure reliable and secure electricity supply to consumers, taking into account consumer interests, the development of market relations, the minimization of electricity supply costs, and the reduction of negative environmental impact.

Transmission System Code (Resolution of NEURC dated 14.03.2018 № 309) regulates the relations between the Transmission System Operator (TSO) and Transmission System Users regarding the planning, development, and operation (including operational and technological management) of the transmission system as part of Ukraine’s Integrated Power System (IPS), as well as connection and access to the transmission system.
Commercial Electricity Metering Code (Resolution of NEURC dated 14.03.2018 № 311) defines the principles of commercial electricity metering organization in Ukraine’s electricity market, the processes and procedures for ensuring data collection on the volume of electricity produced, transmitted, distributed, consumed, imported, and exported for use in the electricity market, the rights and obligations of parties regarding commercial metering, and obtaining accurate and reliable data for commercial settlements while ensuring equal rights and non-discrimination of electricity market participants.
Market Rules (Resolution of NEURC dated 14.03.2018 № 307) – effective from 01.07.2019. The Rules define the procedure for market participant registration, requirements for fulfilling obligations under electricity imbalance settlement agreements, balancing rules, rules for ancillary services market operation, settlement procedures for the balancing and ancillary services markets, invoicing procedures, amendment procedures for these Rules, and provisions for market operation during emergencies in Ukraine’s IPS.
Day-Ahead and Intraday Market Rules (Resolution of NEURC dated 14.03.2018 №308)
The Rules govern relations between participants of the day-ahead (DAM) and intraday (IDM) markets and the Market Operator (MO), and define the registration procedure for DAM/IDM participants, requirements for fulfilling electricity purchase and sale obligations on DAM and IDM, the organization and conduct of DAM and IDM trading, electricity price determination, settlement procedures, MO service cost determination and payment, information disclosure, dispute resolution between MO and DAM/IDM participants, and amendment procedures.
Distribution System Code (Resolution of NEURC dated 14.03.2018 № 310)
The Code sets requirements and rules governing relations between Distribution System Operators (DSOs), Distribution System Users, and connection service customers regarding operational and technological management, development, and operation of the distribution system, ensuring access and connection of electrical installations.
Retail Electricity Market Rules (Resolution of NEURC dated 14.03.2018 № 312)
The Rules regulate relations arising from electricity purchase and sale between electricity suppliers and consumers (for own consumption), as well as their relations with other retail electricity market participants defined by these Rules.
