In 2025, Ukrainian businesses will gain access to expanded government support mechanisms aimed at encouraging the installation of solar power plants (SPPs). This opens up new opportunities to increase energy independence, reduce electricity costs, and enhance a company’s environmental image.
“Green Tariff” for Commercial SPPs
The “Green Tariff” is a state program that allows companies to sell surplus electricity generated by their solar plants to Ukraine’s unified power grid at a fixed rate.
In 2025, the following tariff rates will apply:
- €0.132/kWh — for SPPs commissioned between January 1 and December 31, 2025;
- €0.146/kWh — for SPPs commissioned from 2025 to 2029 under special conditions (e.g., through designated projects).
The program will remain in effect until 2030 for legal entities, just as it does for households. This allows businesses to recover their investments within a few years and continue to earn a stable income.
Preferential Financing: The “5-7-9” Program
In 2025, companies can also take advantage of the government’s “Affordable Loans 5-7-9%” program, which offers:
- Loans at 7% annual interest for up to 5 years;
- Grants of up to €20,000 for micro and small businesses (covering up to 40% of the loan principal);
- Financing for purchasing and installing SPPs at production or administrative facilities.
Funding is provided through authorized banks, and detailed consultations can be obtained from the Entrepreneurship Development Fund or official program partners.
